Review of Community Mental Health Services

No Voice, No Choice Report
This Healthcare Commission report looked at specialist community mental healthcare services for adults of working age in 2005/06. Service users were asked what they thought about the care they receive and they also looked at whether the services were helping people to recover and become part of their local communities again.
All 174 Local Implementation Teams (LITs) in England were assessed. These teams represent all those involved in local mental health services; they are responsible or planning and commissioning community mental health services for a defined area.

A further concern was raised about the inconsistency of implementation of the CPA, which is a key finding of our review. We found considerable variation in the implementation of the CPA across the 174 LITs that we assessed. (No voice, no choice — page 7)

This consultation sets out a range of proposals and questions about the review of the Care Programme Approach (CPA). It introduces values and principles that should underpin implementation of the CPA. Comments on the proposals and examples of positive practice are invited.

Review of the CPA
NIMHE are examining the Care Programme Approach to look at ways to improve the delivery of CPA across England drawing from examples of good practice. Pat Holman, Norfolk and Waveney NHS Partnership Trust lead initial work. NIMHE will be launching a formal consultation to Review Care Programme Approach in late Autumn 2006. There will be the opportunity to contribute your comments to the discussion via their website. Service users' and carers' comments on CPA and wider issues are also available on the NIMHE website.CPA consultation link:
